Federal Highway Administration discards Obama's greenhouse gas order

THE Federal Highway Administration has (FHWA) has ignored former President Barack Obama's order requiring the tracking of "greenhouse gas" emissions from transport improvements to save taxpayer dollars and spare infrastructure project delays.

Applauding the decision was the American Road & Transportation Builders Association (ARTBA), which has argued that the measure exceeded the authority of the FHWA.



The association first raised objections as neither Congress nor the Obama administration sought emissions tracking in the old Moving Ahead for Progress in the 21st Century (MAP-21) roads bill.



Neither were such proposals included in the "Fixing America's Surface Transportation" (FAST) Act reauthorisation law passed in December 2015.



ARTBA then convened a group of nearly 40 trade associations to endorse a letter to FHWA stating: "The simple fact is that MAP-21 was approved with broad bipartisan majorities in the House and Senate and the inclusion of an unrelated green house gas proposal violates this bipartisan spirit. 



"It is hard to see this proposal as anything other than a manoeuvre to achieve a policy objective the prior administration failed to advance in the legislative arena," the letter said.
