BIMCO mourns sudden death of security chief Giles Noakes

BIMCO has wished a heartfelt goodbye to its chief maritime security officer, Giles Noakes, who unexpectedly passed away on May 10 at the age of 62. Mr Noakes leaves behind a partner and four children.

He joined BIMCO in January 2008 and "made a significant and lasting contribution to the development of maritime security across the industry," a BIMCO statement said.

"He was well known and highly regarded, actively and expertly advising shipowners, operators, shipping associations, military, non-governmental organisations and government departments on maritime security issues. He was particularly instrumental in the development of Best Management Practices for protection against Somalia based piracy," the industry body said.

Mr Noakes ran BIMCO's maritime security department, where he was heavily involved with tackling the plague of piracy off the coast of Somalia, from both a practical and advocacy position, on behalf of the shipping industry.

Much of his work involved drafting and updating current and past counter piracy guidance, including updates of an industry best management practices (BMP) and later a global BMP that covered the three main piracy risk areas, as well as guidelines on "From Capture to Release", guidelines on the Use and Construction of Citadels, and the BIMCO GUARDCON.

Mr Noakes was an ISO-nominated first class liaison officer and a member of the drafting working group of the ISO 28007 - Guidelines for Private Maritime Security Companies (PMSC) providing privately contracted armed security personnel (PCASP) on board ships and at the time of his death was reviewing the issue of End User Certificate provision by PMSCs.

Mr Noakes also had extensive knowledge of the ISPS codes and practical experience of developing other assessment and port security plans worldwide.

Upon leaving the Royal Marines 16 years ago with the rank of major, Mr Noakes completed an MBA and became the CEO of Multistar Container Transport. Thereafter as the CEO of Jigsaw Container Logistics Security (JCLS), he specialised in container transport, shipping and port securityconsultancy.

He was previously employed by Hart Security to manage part of DP World's ports corporate security direction.
