Forwarders given grace period after Canada's eManifest rule implemented

CANADA is allowing forwarders until January 10 to disobey without penalty a November 7 regulation requiring the transmission of cargo data prior to its arrival.

The eManifest initiative by Canada Border Services Agency (CBSA) aims to enhance cross-border commercial processes and represents the third phase of its Advance Commercial Information (ACI) programme. 



Once fully implemented, the eManifest will require carriers, freight forwarders and importers in all modes of transport to electronically transmit cargo, conveyance, house bill, and importer data to the CBSA prior to arrival, reported Lloyd's Loading List. 



The CBSA's eManifest implementation timeline for all freight forwarders is as follows: If deemed non-compliant with eManifest requirements from January 11 to July 11, 2017, zero-rated penalties (non-monetary) could be issued under the CBSA's Administrative Monetary Penalty System (AMPS). From July 12, monetary AMPS penalties may be issued to freight forwarders deemed non-compliant.
