NY-NJ truckers protest terminals' refusal to pay for cargo delays

NEW YORK-New Jersey harbour truckers are protesting a tariff changes that allow terminals not to pay for waiting time caused by late arrival of ships or other factors beyond the control of trucking companies, reports Newark's Journal of Commerce.

New York terminals revised tariff last year to add ship delays and chassis shortages as reasons not to pay truckers detention penalties because they were beyond the terminal operators control.



Changes include terminals that charge a US$50 fee when drivers must visit a "trouble window" to clear up documentation that could have been handled in advance by using terminal technology. Terminals say truckers often show up unprepared.



Jeff Bader, president of the Association of Bi-State Motor Carriers, said representatives plan to meet with Federal Maritime Commission members, which granted the terminal operators antitrust immunity to set charges, to discuss the problem.



"We think it's wrong," said Mr Bader.



The New York Terminals Conference includes all New York and New Jersey container terminals except Maher Terminals. Maher has not made similar changes to its tariff.
