Authorisation Of DNV GL To Carry Out Statutory Requirements And Services For Ships in Singapore

1. This circular serves to inform that MPA has appointed and authorised DNV GL as one of the Recognised Organisation to carry out statutory certification, survey, inspection and audit services on behalf of the Government of the Republic of Singapore, effective from 1 October 2014. This arises from the merger of Det Norske Veritas (DNV) and Germanischer Lloyd (GL) to become DNV GL.

2. Shipowners, shipmanagers, and masters of Singapore-flagged vessels are to take note that, unless they become invalid pursuant to the rules of the classification society under which they are issued or the applicable statutory regulations:

•Existing vessel’s statutory certificates issued and endorsed by DNV or GL shall be considered to remain valid and shall be treated equivalent to certificates issued and endorsed by DNV GL; and
•Endorsements by DNV GL for the annual or intermediate surveys in existing statutory certificates shall be considered valid an d shall be treated equivalent to certificates issued by DNV GL. Continuous Synopsis Record (CSR)

3. The Continuous Synopsis Record (CSR) includes the name of all the classification society(ies) with which the vessel is classed and the name of the Recognised Organisation(s) which issued the Document of Compliance (DOC), the Safety Management Certificate (SMC) and the International Ship Security Certificate (ISSC). The Singapore Flag Administration will not require CSRs reflecting DNV or GL as the classification society to be reissued unless there are changes to the registered particulars of these Singapore-flagged ships in the existing CSR certificate which entails for the next sequential number to be issued. The new CSR issued will accordingly reflect DNV GL as the classification society.
