California ports implement low sulphur fuel rules for ships from New Year
SHIPS visiting California ports and sailing within 24 nautical miles off the Californian coast will be required to meet new fuel regulations governing permitted sulphur levels effective from January 1.
According to the new California OGV Fuel Regulation and the North American Emission Control Area (ECA) requirements, the maximum sulphur content in both marine gas oil (DMA) and marine diesel oil (DMB) has been set at 0.1 per cent, reports London's Tanker Operator.
For vessel owners/operators unable to find the correct fuel for their vessels, the OGV fuel regulation contains a non-compliance fee provision.
Using this provision, ship operators are allowed to pay a fee in lieu of direct compliance with the fuel standards. In addition, a vessel operator can use this provision without paying a fee once per vessel in 2014 if they are unable to source 0.1 per cent sulphur fuel.
To avoid paying the fee, an owner/operator must make a good faith effort to acquire compliant fuel, use marine distillate fuel that meets the Phase I requirements that were introduced on August 1, 2012 on the inbound voyage and purchase and use compliant Phase II fuel for the remainder of the voyage in the California OGV regulatory zone.
