The Philippines has failed the first stage of the EU's European Maritime Safety Administration (EMSA) audit of the country's maritime training, education and certification system conducted two months ago, leading Foreign Affairs Secretary Albert del Rosario to raise the matter to President Aquino.
Some 80,000 Filipino seamen are currently serving on EU-flagged vessels. The Commission on Higher Education (CHED) has ordered the phaseout and closure of 123 out of 157 maritime training programs nationwide in a bid to avoid an EU ban on the hiring of Filipino seamen.
